For sale is a Whitney 2-8 Punch-Shear-Brake. It has an approximately 5/16" diameter punch with stated 1/4" capacity in iron. It also has a shear built in. Besides that, the handle is ground to a Vee and can be used as a brake to bend metal. Highest quality machine, built right here in the good old USA, by honest, free Americans like you. The punch/die sets are available from Roper Whitney for $19.00 per set, so if you need a diff. diameter it should be easy to change.
