If they were used, they would have been mounted and the paint would be faded or chipped at those spots. I believe them to be new and unused based on all my other impressions. This auction is for ONE valve. The pictures show the total number that we have in stock. However, this auction is for just ONE of those in the picture. Only two of the valves have handles.
