The meter was NOT in any way rewound back or anything. 
It just happens to have exactly this many miles. I bought 
this truck from the City of Chicago and have their 
paperwork including that mileage. It really had that many 
miles on it, but it was hopelessly rusted due to having 
been used as a salter truck.
