For sale is a used Counterboy tapeshooter. It is used for shooting wetted tape for sealing boxes. Looks a little grimy, but seems to operate smoothly. I did not test it thouroughly, but I operated it and did not find anything alarming. It turns smoothly.
I personally think that regular sealing tape of high quality is just as good, but I hope that you think otherwise! Here's a YouTube video showing another tapeshooter in action:
